Resolved Question: why is seattle warmer then Waterville, Washington?

I dont get why Seattle is warmer then Waterville, Washington because Seattle is on the windward side of the mountain which would explain why it is always rainy but shoudn't it also mean cooler weather ?Plus Seattle is near the water.
