I live in Washington State, I wonder is there a government agencies in WA that are accept claims or reports against college unfair treatment. A friend of mine is an international student in Community College in South Seattle, he is recently losing his F-1 visa because the school claims he doesn't take enough credit per quarter. For international student, usually 12 units per quarter is enough, but this school insist ESL level student needs to take at least 15 units per quarter in order to continue. So he was forced to take additional classes he is not willing to take in order to keep his visa. This school is also strictly restrain international student to choose courses per each quarter. They have to meet with assigned adviser and let them pick the classes for them. Most of students, especially ESL student are also forced to take courses that are non-transferable and not needed for their requirement. Also, when student drops a classes or take a less credit course, they are not likely get any refund back. I feel these international students are not treated fairly after they pay so much more tuition than resident to continue their education, yet the school is keep take advantage(at least looks like) of them.
